Algérie/terrorisme: plus de 54000 personnes poursuivies depuis 1992
En Algérie, le ministre de la Justice Tayeb Louh a révélé devant la deuxième chambre du Parlement l’existence d’une base de données sur le terrorisme.
Un fichier qui recense toutes les personnes poursuivies en justice depuis 1992, soit plus de 54 000.
Au 21 décembre, 54 457 personnes ont été poursuivies en justice pour terrorisme depuis 1992, a annoncé le ministère de Justice algérien mardi 27 décembre. Ce chiffre regroupe des Algériens qui ont été jugés pour terrorisme, ceux qui n’ont pas encore été jugés ou ceux qui se sont repentis.
Selon Tayeb Louh, le ministre de la Justice algérienne, cette base globale « centralisée et sécurisée » a été créée afin de pouvoir suivre et contrôler les individus concernés. La base contient d’ailleurs une liste des personnes interdites de quitter le territoire.
Louh, qui a répondu aux questions des membres de la commission des affaires juridiques, administratives et des droits de l’homme du conseil de la nation au Parlement algérien, ne donne pas les chiffres de repentis qui ont pu bénéficier des conditions de la loi sur la réconciliation nationale de 2005.
Un responsable du ministère de la Justice estime cependant qu’ils seraient environ 8 500. Aucune estimation de terroristes non poursuivis par la justice dans le pays n’est donnée.
Charit Lamine, président de cette commission des affaires juridiques, affirme que cette annonce du ministre arrive dans le cadre d’un ensemble de mesures censées moderniser le travail du ministère de la Justice. L’ancien Premier ministre Ahmad Ouyahya avait annoncé la mort de 17 000 terroristes tués par l’armée et les forces de sécurité entre 1992 à 2012.
